This is a modification/variant of the "Web Coupler" device. This tool is used to hold other extensions and adapters to a main cable. the center pivot pin has been modified to aide the cable in preventing movement in the system.
It should be noted, this piece was designed to be 3d-printed from nylon. The modified center pin is made to be cut to fit both the cable and between the arms. There are screw holes to affix the arms to the plate, for a more permanent accessory carrier.
